The program includes individual counselling, group work, family support,
recreation activities as well as education and training.

Matt Noffs, CEO of the Ted Noffs Foundation, says rehabilitation is the key to
breaking the crime cycle.

‘Detention centres are absolutely woeful for reducing recidivism. Treatment centres,
on the other hand, if they have the evidence like ours, they can absolutely both
reduce problematic drug use and crime. They cost around an eighth of the cost of a
detention centre.

‘What we need to be doing is offering treatment. That’s the best way that we can
make the community safer,’ he said.
